[Release Train Engineer]

I am currently using the free tier. I noticed that publishing a workflow is not available! Is this feature not active in this tier?

Customizing workflows is available in the Free tier.

As @Ashish Bijlwan said, if you are working on an Inactive workflow (one not currently in use by any project) then there will not be a Publish button. The changes you make are saved immediately.

For an Active workflow (one that is currently in use in a project) when you Edit the workflow your changes are saved in a Draft copy of the workflow. The changes will not be saved to the Active workflow or take affect in the associated projects until you Publish the workflow.

Inactive workflow doesn't have the option to publish until you associated it to any project.
