I was using a screen scheme that was shared across two projects. In the Layout tab under Space Settings, I updated the layout. Since the screen was shared, the change should have reflected in the other project as well, but it did not.

On the UI, it displays “Work Item layout for ‘Default Issue Screen’”, so it should update the layout in both the projects.

Hi Parth - Welcome to the Atlassian Community!

It's a little more complicated than that. Screens simply hold the fields used by the screen. This initially populates the Work Item layout for that screen with the fields in the same order. In reality it is for the Work Item(s) this screen is attached to via the Screen Scheme. However, if that screen is shared by multiple work types, spaces, schemes, etc. the Layout (that you changed) only applies to that one combination of Space and Work Type for which that Work Item is attached. This is on purpose to give you the flexibility to use the same screen across many Spaces and/or Work Types, but have the ability to configure each one separate for that combination. 

So when you edit the layout, it only applies to that one combination. You have the ability in the configuration to copy it to other space/work type combinations (which it sounds like you want to do) but you have to physically click the Copy and select the other combinations.
