But am wondering will it wipe out all of my configured users?? I have several users and billing details tied with it.
If someone could kindly respond?

To answer your question...
YES YES YES. It deletes E.V.E.R.Y.T.H.I.N.G.
Oh my... I had a mini heart attack when it happened. It not only removes ALL your users, but also all the user groups, the connections to other applications and any and all configurations that will be overwritten by the configurations in the sample file that you'll be uploading.
So, that's why they said, keep a backup of your current Jira cloud and they literally mean, your ENTIRE JIRA CLOUD, because you'll lose even your theme.
After you have had a thorough perusal of the sample file and you are ready to go back and implement the new features in your good, old Jira Cloud, upload the backup file that you had created in the first and everything will be back to normal and your sample file and all it's settings will also disappear.
To be the safest, the best way would be to have a separate Jira instance that you can use for experimenting and a different instance to be your main one.
