Why would a field marked renderer and not be required

After review of some projects we have had a series of issues that had 2 fields, "Security Impact" and "Business Impact" that were marked renderer but did not show to be completed and were not required to be completed. This has happened multiple times since January 1, 2019 and I cannot figure out why. It may have been happening prior but my search only went back to the beginning of the year. I would love any information regarding. Thank you.

I think you are mixing up "render" and "require".  Rendering is about how you display and enter data into a field.  "Required" is a simple flag that says "you need to fill this in" (and has nothing to do with how the field is rendered)

I think you need to take a look at the project's field configuration scheme, and select all the fields that should be mandatory from there.
