Version management in Jira is a mostly human thing.

Some build systems will mark a version as released if configured to do so, but for most of us, versions become released (or archived) because a human with version-update rights has clicked to make it so.  Generally in the version management screen for the project or by releasing the version from a Kanban board.

Short answer - someone or something has chosen to release it and clicked on the release button.
