I have provided the permission in the project setting as Add Comments to Public. But still when non-user comments through email will not added to the Jira ticket in the comments section.
If you are looking for a ServiceDesk-like solution here, it is much more practical to use JSM Jira Service Management here rather than setting up your current Jira instance for this.
To implement Jira comment from email, you will need to configure a few mailbox authorisations and configure an incoming mail handler, which can be quite complex.
