A user who is on other Jira teams was added, invited and accepted to our team. He shows up in the team roster. His profile shows him on the team. When attempting to use the dropdown list to assign him a story he does not appear in the list. It has been several days. There are 9 other members on the team that I have previously added. The issue page has been refreshed and the machine has been rebooted due to a DevOps update. The user still does not show up. What could the issue be? I don't see a way to directly request admin support for Jira and this seems like corruption in their database. Thank you for any assistance.

You have tagged your post to indicate you are using Jira Cloud, but you also said "the machine has been rebooted". With Jira Cloud you don't have access to the actual server hosting Jira, so how could you reboot it? Are you truly using Jira Cloud, where Atlassian is maintaining the infrastructure, or are you using Jira Server or Jira Data Center where you manage the infrastructure (which may be hosted in a cloud provider)?
Has the user been given the Assignable User permission in the project?
I was merely pointing out that the Internet browser was restarted along with the whole machine - not that Jira had been rebooted. Plus multiple admins have attempted to assign the story to this individual from multiple machines. We can assign it to other people, we just can't assign it to this "member" who is shown on the team roster. I think this is corruption in Jira's database. Not anything to do with my local system. As an aside I have been writing client/server and web applications for over 30 years.
