A funny thing happened to my JIRA installation. After some time attachements stopped showing for issues when a user enters the issue, but when the same issue is clicked again, then the page with issue reloads and the attachement automagically show up on the issue screen? How can I fix this?
I hope it is not a local latency or performance issue of your JIRA environment.
Is the performance of your JIRA instance fine ?
When you open a board with a large number of issues - how long does it take to load and display all your issues in that particular board ?
I think this is not a performance issue. The all list loads in miliseconds and the overall user experience is very good. The total numer of issues in JIRA is about 500

The first time the user views the issue - that is when the attachment is not showing, is it the full view of the issue or just the side small view of the issue ?

Good question, both ways, let's use the simplified scenario. I enter the:
https://myjira/browse/issue-N
and the attachements "block" is not present on the screen. Then I hit F5 and the issue reloads and the attachements "block" is shown up.

You have an on-prem JIRA right ?
Is it a standalone or data center ?
I dont know why but I feel like it is more like performance issue taking time to load contents perhaps.

Just to let you know. The issue was somehow related to the Security Fields and Attachments Plugin. After disabling the attachment related modules of this plugin issue views started to behave correctly.

Was it malfunctioning or something ? I do not see a reason for such an attachment security :p

I don't know but I let know vendor. Perhaps looking into the plugin source code would help solve the issue but currently I don't need this functionality so I disabled the plugin.
