Why isn't screenshot functionality built into Jira?

There is a Jira screen shot tool called "Capture for Jira" which describes itself as "an essential tool for every development team delivering quality software."

I would agree screen-capture is an essential part of bug tracking.  Fogbugz has long had a screen-capture app for easily taking a screen shot, drawing on it, and sending it to a new bug.    

Why is this functionality not part of the core platform?  Why does Jira require purchasing an extension to get such basic functionality?

I think this is more of a discussion than a question TBH because answers will be opinions. For me having such feature is of minimal interest. There are so many good and free tools out there already. I use Skitch personally and love it. Sure it would be nice to have it automatically attach to an issue but I can think of so many other features I would ask for first.

Skitch is Mac only?
