Why is my custom program in advanced roadmaps only showing issues from one of two projects involved?

I have created a program of work that involves a development team and our engineering team to be able to create an overall schedule for delivery.  However, when i open the program i can only see issues from the development project - nothing from engineering. I can see both teams underneath the "teams" dropdown menu, but when i click on the engineering team nothing appears on the plan even though there are epics and issues within it. 

The only real differences that i can see between the two projects are that the engineering project uses a kanban scheme and the development uses scrum, could this be the cause?

Engineering also only has one issue type, a custom one called "engineering" not sure if this has to be added into the hierarchy of plans or not somehow.

Any input is greatly appreciated!

You'll want to make sure that you are importing tickets from all the projects those tickets may belong in (or filters, or boards) within the Plan settings.  You can find that in the ... menu near the name of the plan.

*edit* - there is also a filter setting that sometimes gets used that can remove issues in a number of ways.  That's in the first screenshot below as well.
