Looking at the IE Developer Console and Chrome Java Console we see 4 errors:
1) DOM7011: The code on this page disabled back+forward caching. Dashboard.jspa
2) SCRIPT5009: Calendar is undefined jira.webresources:calendar-en.js (15,1)
3) SCRIPT5022: No jira/moment batch.js (25,977)
4) Depreicated JS: Dropdown constructor has been deprecated. Use dropdown2 instead
We see these errors when Dashboard gadgets are added or have been removed. We really do not know java or how to use the console to resolve these.
Any help would be appreciated.

Can you share a little more about your network configuration?
If you're using a proxy (such as IIS), to determine whether there is something happening at the proxy level, if you could temporarily set up an unproxied connector for the purposes of the test. At least then we can discount proxy issues here, it wouldn’t be instead of your proxied connection - so users would still be able to access Jira as normal, it would just be in addition for testing purposes.

If anything I write its not clear just let me know and I'l try to make it more understandable.
We work in a secure government facility. Our project is part of JIRA instance that was created for us from a larger 500 user installation that also uses BitBucket and Confluence. The 2 plugins are Portfolio and Project Configurator. We are not the only JIRA instance in this setup but ours is the only one having problems seeing our Dashboards.
We do our development on our own 10 user JIRA environment which is at a different location. When we complete a sprint we use project configurator to export here and then import at the secure facility.
The Sys Admins told us they turned off Portfolio and our Dashboards appeared. At our dev site, we then installed Portfolio but did not get any errors.
To answer your 2nd question: Yes, this is happening with IE and Chrome. We are not using any other browser.
re: #3 - when we run JIRA in Safe Mode - which we have not done yet - if we do see a difference is there anything we should be on the lookout for?

Hi Jim,
So if you run Jira in safe mode - it will disable all the add-ons - if you're saying that disabling Portfolio for Jira allows the dashboards to display again - then it's likely something to do with this add-on.
I'm still not 100% clear if it's impacting all dashboards or just the system one either.
So, assuming there's an issue with Portfolio for Jira, if you look at your Manage add-ons screen, are there any available updates for Portfolio?

It is impacting only our project's Dashboards - all of them (we only have 2 - a System and a "test" dashboard)
As soon as we can, we'll be going to the Secure location and try out what we've spoken about - hopefully tomorrow. You might not hear back from me until Friday - but I will be getting back to you.

I disabled our project's Portfolio plugin. The Dashboards now work.

Hey Jim,
Glad to hear it, I'm a little concerned about why Portfolio isn't working - is this something that you are all using? You can try uninstalling Portfolio from the Manage add-ons page and then reinstalling it again to see if this makes any difference.
