This seems to be a new bug. I'm unable to enter line breaks into the description when creating a new issue. Pressing enter appears to have no effect.
If I go to edit the issue, then I can enter line breaks. Running Firefox on Ubuntu 18.04, but that shouldn't really matter.
I have been having the same issue the last few days. It makes it very difficult to copy content into an issue because it copies onto the end of the current line and you can't insert a line break in the middle of an existing line.

I was able to confirm that pressing enter in the Description field during issue creation allows me to include a line break as we can see in the screen shots below in the following environment:
I further tested this on VMware for the following environment:
As we can see here, the Description field renders the line breaks accordingly.

Is there a regression bug on this old issue?
For the last week or so, I have not been able to hit [Enter] in the Create Issue.Description field.
Note, this is only when you create the issue.

I also cannot use the Enter key to create newlines in the Issues editor... either during creation, or edit.
The workarounds are weird:
- type a line, make it a list, then create more list items, finally remove the list formatting
OR
- insert a divider, then hit backspace
Would be better if the Enter key was working. 😉
