I am trying to duplicate a plan. I am on Roadmaps and everything shows. When I click my settings icon, duplicate is not an option. How do I duplicate this JIRA plan, so I don't have to redo all the items in it?

The "duplicate plan" feature is not available for Data Center. There is a change request about that here:

A few additional questions. Can the versions (Cloud vs Data Center) be mixed and matched within an organization? If they can, would I be able to get a cloud version, so that I could duplicate, and would others be able to use the duplications if they had Data Center versions?

The Jira Data Center product and the Jira Cloud product are separate products with separate licensing costs, separate infrastructures, and separate databases. You cannot co-mingle them in the manner you are suggesting.
If you had a Jira Cloud instance you would be able to create Roadmaps only referencing the issues in that instance, and duplicate the Roadmaps only in that instance. You would not have the ability to create roadmaps in Jira Cloud referencing the data in your Jira Data Center instance.
A person would have to be a licensed user of that the Jira Cloud instance to access those roadmaps. Their ability to access your Jira Data Center instance would be irrelevant.
On a side note your company should be aware that Atlassian has announced End Of Life plans for the Jira Data Center product. For more information refer to:
