I am new to Jira platform. I am facing some problems.
1. How I can check who is the admin of my Jira account?
2. Why I can't create a company-managed project with Jira? and it's showing "Contact your Jira admin to use this project type".

To create company-managed projects, you need to be a Jira Administrator — this is someone who has the Administer Jira Global Permissions.
As for finding out who is the Jira Admin in your organization, the best way would be to check internally in your company.
There’s another “type” of admin called a site administrator who is usually the same person that also pays and manages users/groups for different Atlassian products including Jira. So, one option could be to talk to your finance department to see who the site admin/main billing contact is on your Atlassian site. They might have this information for you.
Alternatively you can check with your IT manager or department because probably they are the ones who add new employees to Jira, so they might have access to this type of information as well.
If your company has the "Contact Administrators" form configured for your site – then you could try opening that up with the following URL:

You can't open a company managed project because you are not a jira admin. Read more here:
