Why i can't increase memory of my jira 7.2.5

I can't increase my memory of Jira. The log shows just running by 2GB memory. I already tried to modify the configuration, but it doesn't work.

Do you launch your Jira instance by a Windows Service?

No, there is no limitation. It must work. Unfortunately I am on linux and I can not check it. But when I was on Windows, I set the parameters by "To set properties for Windows services via command line" and it worked.
