Why i can not delete users from Jira

Hi team

Im using jira 7.13 ,  i tried to delete user , but i can not this error appear ,  We can not delete user who has comment in some issues !!

Correct, you should not be deleting users who have certain types of data associated with them - comments, assigned issues or reported issues.

If you want to remove a user from your system, deactivate them.  They will stop being listed for selections in fields, and won't count towards your licence count.  This also has the benefit of not destroying information that is usually needed for audits and compliance.
