There are :
- the Project with 2 boards ( 1- Story, Bug; 2- Task) and 3 standard issue types (Task , Story, Bug)
- 2 groups (employee and freelancers)
Case : "Employee" can see and manage all issues and see all boards. "Freelancers" only Tasks and board #2.
So , when I share board's filter permissions for "Freelancers" group they see board and other issue's types on Dashboard.

Boards are not equal to Dashboards. Why would you want not to see something on a dashboard, if you can see something on a board? There is no connection.

This person is freelancer. He should work with 2 status from 10 and see 1 issue type from 3. ( This part works fine)
But when he clicks dashboard then see System Dashboard with historical data. Who and when work on tasks...

You should limit visibility of the user with Jira permissions or issue security levels. Hiding a dashboard will still let the user see all issues to which the user has permissions.

I just reread your posts. Do you mean that you want to hide the history tab from the user?
If so you would need a plugin for it.

I want hide "System dashboard" with "Activity Stream" section

You would need to remove the Activity Stream from the system dashboard and then create a new dashboard, which would be the same like system dashboard but with the Activity Stream gadget. Then you would share this new gadget with users, who can see the Activity gadget.
But still the user can create his own dashboard and add the Activity gadget.
