I used the notification helper and here's what it says.
I've never made any changed to the notification scheme. This is the first time i'm testing out notification with another users assigned to a task. I'm assigning issues to his account. He's not receive an email or any a notification on Jira Cloud.
I don't think it's a day of the week setting as today is Monday.
Is there something I'm missing here?

I would check with notification helper notifications for Issue assigned event. On your screen I see that you check if notification will send for Issue created event. If they are not sended, you should modify notification scheme or add user to proper role/group if something like this is configured.
