Why doesn't a new user show up in the assign-to drop down for a task?

I click Task, then Assignee and a new user doesn't show up on the list. 

Possibly associated: the user can't edit or make task assignments, but can add notes to a task.

The user has a standard "user" security role.

This part depends on the project's permission scheme configuration, you can check if these users have the necessary permissions.
