Elements load slowly and it negatively affects our experience.
When it starts loading and then I go to click on something and poof where I was clicking is now moved, it's the most irritating thing.
I'd rather have the option for a completely blank page than to have elements move just when I'm about to click on them.

Indeed, it is n expected behavior that some elements of the new UI takes a little longer to load than the background of the page, however, it should not take more than 5 seconds to fully load the page.
That being said, allow me to bring you some concepts and question so we can confirm we are on the same page here:
Despite the steps above, to properly troubleshoot performance issues in Jira Cloud application we require further investigation and access to the background logs. That being said, please let us know the answers to the questions above and if the suggestions provided did not provide you with a better performance experience.
Old issue view is much faster and not as much jitter. It's actually much faster. The new version seems too AJAXey with things appearing at different times.
Like some Atlassian middle manager developer has a thing to see how much asynchronous loading they can cram onto the page.

I'm glad to know the old issue view is working better for you.
Could you please let us know how many seconds does it take to fully load your issue view in both old and new issue view?
Also, sometimes a cache problem can possibly cause slowness to load some elements of the new issue. Can you confirm if the same problem reproduces in incognito mode?
