Why does the JIRA development space get to keep the old UI?!

I followed a link to report a bug to the Atlassian team, and discovered that that board still seems to have an older version of the UI, with the blue task bar at the top rather than on the side! How come I cant switch to this layout in my own projects? I find the UI absolutely horrendous right now, and if I hadnt fought tooth and nail for my company to implement this over Hansoft, Id be quitting it right now.

JaC (the "development jira" you mention) is running on Server.  The new UI is only for Cloud and you can't use the old layout on there any more.

The only recommendation I can give you at the moment is to move to Server (whether hosted yourself, or by anyone other than Atlassian), as that will not be getting the new ui for the foreseeable future.
