×I deleted an automation rule but Jira keeps running the rule even though its not there anymore. How can I permanently stop this rule from running?

I think that there is another rule which runs. You can see the issue's history to see if it's "Automation for Jira" the actor of that change.
In addition I would advise you to go to the global automation rule page and see if there are any other rules which have multiple projects as their scope.
Finally, check for any listeners and post function within your workflows.
