Why can't I see the option for Users and Roles in my project

I am trying to add an external user to a project in which that user can only view that project.  I have spent hours on this and seem to be down to the last step which is adding the ‘client’ user role to the project.  In my project settings, I see People, Workflows, Fields, etc, but I do not see Users and Roles. Any insight would be greatly appreciated.

Hello,

Use the People menu. It is the same as Users and groups in Cloud

Thank you!  I see now.  Unfortunately, I've done something wrong along the way as I cannot limit an external user to seeing just one project, so back to square 1 on that!  Thanks again:)
