Why can't I drag and drop issues in list view.

In List View, I cannot drag and drop issues to reorder them. The query for the board has ORDER BY Rank ASC. I have permissions to do everything.

Yet, I still get this message: "Clear sorting to reorder work items."

in Jira Software List view has its own sorting, and that’s what’s blocking you.

Even if your board filter is ORDER BY Rank ASC, if the List view is currently sorted by anything via the UI (you clicked a column, you’re grouping, etc.), Jira locks ranking and shows: “Clear sorting to reorder work items.”

So the fix is pretty simple: Go to List view → clear/reset the sort (and turn off Group by if you’re using it). Once the view isn’t actively sorted, drag & drop ranking works again.

Thanks, I figured that out after I posted this. It would be nice if there was a visual indicator showing a column is sorted.
