Why can't I create a custom field of type User Picker (multiple users)?

I am trying to setup a custom field to notify users, potentially several at once, upon bug creation. However, there does not seem to be any way to setup a custom field as a user picker for multiple users, only for a single user. I have setup several custom fields so I am familiar with this process. And I see there is an Approver field created by Jira of type User Picker (multiple users) so I don't understand why it won't let me create one of the same type. Is there some sort of restriction preventing me from doing this? Or was this option removed at some point? And if so, how can I accomplish my goal of notifying users upon issue creation?

When you go to Custom Fields > Create custom fields, so you see User Picker (multiple users) under the Advanced tab?

I see it now! I had a Chrome extension running that concealed the scrollbar, oddly enough. So I didn't even realize I had more than a few options under the Advanced tab. Thank you!
