My team and I have recently started using JIRA and all is going smoothly until I found this problem.
On our Kanban board if we change the status of an issue from the dialogue box within an issue workflow screen e.g:
The next workflow screen shows up for the user to add a comment but the fields can't be clicked, they are greyed out, e.g:
However if we drag the issue from one column to the next within the Kanban board it allows us to edit the workflow screen.
I felt I should respond to this for anyone who comes across it, it's a bug and is already being tracked at https://jira.atlassian.com/browse/JSWCLOUD-16595
Edit the workflow for the issue (it goes into a draft mode, and you can discard changes later), and check the conditions on the workflow allow the transitions to the status you expect to be on the drop-down.

I can confirm that all drop-downs contain the options I'm expecting to see from my workflow but when selecting any option the next workflow screen shows up (as pictured above) with greyed out form fields.

Can you try the plain issue view (not Kanban) and see what a transition screen there does?

Ok, you've either hit a bug in Jira Software or you've got a broken add-on or javascript hack that is breaking the screen.
As this is Cloud, I suspect the first to be a lot more likely, and I'd want to raise it with https://support.atlassian.com/contact
