If moving works, but moving via bulk does not, I would suspect there is something wrong with one or more issues being selected in the bulk task tool. Perhaps there is something corrupted in a workflow or with some corrupted issue data that causes this.
It sounds like you might be seeing an HTTP 500 error when trying to bulk edit. If that the case here, I would want to see more details on the stacktrace when this error happens in Jira. It might appear on the screen, but if it does not you can go to $JIRAHOME/log/atlassian-jira.log file to find this.
Depending on the packages referenced in the stacktrace will help provide us a clue as to why this might be failing in your environment.
