I have created a workflow for a particular project, and it is working as expected, with the statuses all available for selection on the appropriate issue types.
When I go to create a filter, however, the system does not find / display all of the possible Epic statuses that exist in the workflow.
Why are they not being found / how can I get them to display so that I can create filters / dashboards based on different status values?

Yes, but the second I introduce a specific Project, I am no longer able to filter on most of my Status values (from the Project's workflows). So if I leave Project to ALL, I can't get my Application Area filter, and I specify a Project, I can't get my Status filter...

But thank you - specifying the Project did allow me to use that Application Area value in the filter.

If you create your filter and type out the full status in quotes does the filter return the right results?

It does not. It will not recognize any statuses except the ones immediately visible in the dropdown (and obviously, I'm not sure how those ones have obtained priority):

If you switch to the Advanced view and type in status = "Backlog" does that return anything?

It results in the following error, even though, as you can see in the background, Backlog IS a valid status for an Epic in this Project...

Does the Backlog status have a status category?
You can check by going to JIRA Administration -> Issues -> Issue Attributes -> Statuses
If it doesn't have a category can you give it one and see if that resolves your issue?

Yes, it has the Category of "To Do":
The other Statuses in the workflow also have Categories and are not displaying / being found...

If you remove all of the other searching constraints (Project and Issue Type) are you able to search for the Backlog status?
Have you also tried re-indexing your project?

So...ALL the statuses appear and are accessible when I remove a specific Project...even statuses that do NOT apply to that Issue type in the workflow (so that, I suppose, fixes it since we'll only be working in one Project):
but the second I select the Project, those statuses disappear.
And then another issue arises: similar to the Status issue, when I try to select a custom field of "Application Area", that CAN be selected on the Epic, it tells me that that is not a valid field, when clearly it is...

If you go to your Project settings there is an option to re-index.
Not sure if it would resolve anything, but glad you found a workaround for now.

Thanks, Tyler - unfortunately, it only solves part of the problem now because I cannot apply a filter on a custom field since I am not selecting a Project to which that field applies...
To fully solve the issue, I need those Statuses to appear when a Project is specified...
