Sri,

Server is a different platform that has to support multiple databases, servers, hardware environments, etc.  The turn around time is longer because of this and requires lots of additional testing and validation.

Since the cloud environment is controlled by Atlassian updates can be rolled out more frequently because there is less testing that needs to occur.

I have been using server for close to a decade and it is updated on a very frequent basis then it used to be.  Atlassian is much more agile then they used to be allowing them to change server more frequently.  They also have a very structured release schedule and communicate their release information better then they ever have before.

You have to remember that these are two different products to meet different needs.
