Since starting to use Jira I have recieved notifications by emails of updates on tasks and projects that I was assigned to, that I reported and that I was watching. Since around December 16th I have not received a single notification although my settings are switched to do so. Has anyone else had this happen where your settings are set to receive email notifications but you are not receiving them? How did you fix this?

I'm having the same issue. Regularly getting emails for the last couple of years but stopped on the afternoon of 11th January. Nothing in junk, all my settings are set up to receive emails. We're using Office 365 for emails and others are getting emails come through fine.
Notifications are still coming through to my phone, just not my emails.
In case you are sure nothing was changed in configuration on 11th January please let Atlassian support have a look.

Could your mailbox be filtering those emails out of your mailbox?

They are not being filtered to my junk mail and I had them set up as a rule to be distributed into their own folder. Where else would they go?

From what other users experience a temporary incident on your mailserver (or hosting provider) can sometimes lead to a deny-listing of your mail address - Atlassian would then have to release the "block".
In case you can exclude any issue with your mailbox and settings in Jira are fine you could reach out to Atlassian support in order to double check if your mail address is actually on the block list due to past incidents.
