Why am I getting an error trying to add a user to use Jira software from user management? It

It gives an error of the "user was not able to be invited. Please try again later". Is it a bug? I have a meeting and have to discuss the software. So I need to find out the reason for this error. If anyone has a valid answer it will help.

Did you check the licenses? Do you still have them available so that you can add new users to JIRA?
