Why I didn't received e-mail notifications after create an issue

I used to get e-mail notification after creating an issue in JIRA. I was told by other users that they did'n get e-mails these days, so I went to check in JIRA Admin, the mail server is OK (sent out a test message OK), then creat an issue and I saw that it was in the mail queue, but I didn't receive any e-mail notification. I also checked the notification scheme and OK.

I'm confused and as this happened in production, can someone give me some advice what's wrong?

In your personal Profile/Settings, under "Summary" -> "Preferences" -> "My Changes" you have "Notify me" ?

If not, you won't see Emails after your own actions.
