Who can provide me an upload file for a project with 4 levels

4 levels are needed within 1 program:
1) Workstream, 2) Initiative, 3) Task 4) Subtask

the rest should be pretty much standard.

Welcome to the Atlassian community.

Are you using Jira Cloud? If your URL is similar to the following then you are.

https://<something>.atlassian.net

If you are using Jira Cloud, are you using the Premium subscription? If you are, you will may see a "Plans" option in the menu bar (if you have permission to create Advanced Roadmap plans).

Jira does not natively support 4 levels in the issue hierarchy in the Free/Standard Cloud subscriptions, but does in the Premium and Enterprise subscriptions. For the self-hosted (Server and Data Center) also 4 levels are not supported unless you have added the Portfolio (a.k.a. Advanced Roadmaps) plugins.

Natively the hierarchy that is supported is

Epic
|-- standard issue types; i.e. Story, Task, Bug
|-- Subtask issue types

You can artificially created a 4th level above Epic by using built-in generic issue linking functionality, but Jira will not recognize any parent/child relationship between issue linked in that way.

 

When you say you want an "upload" file, are you asking for a template that you can use with the CSV import functionality? If so, are you a Jira Administrator? 

Additionally, if you are working with Jira Cloud, do you intend to upload the issues into a Company Managed project or a Team Managed project?

And, you tagged this post as Jira Work Management. Are you intended for these issues to be in a Work Management project (versus a Software project)?
