I am in the process of studying for my Managing Jira Projects certificate. I am reviewing both the videos and reading the PDF documentation. There are differences between the two:
- in the video it says that a user who is both project administrator and board administrator can add a column to the board
- the PDF refers to a project administrator only
Which option is valid?

Here we have this information :
"You must be a Jira administrator or a board administrator to be able to modify board's configuration".
The course documentation says:
"The Board administrator can perform the same board configurations as a Jira or Project
administrator, except that a Board administrator cannot add or remove statuses."
and
"Project administrators and Board administrators can configure Jira boards. Board
administrators can be assigned on the Board settings > General page."
So it seems that if you are a project administrator, you can add new statuses without being a board administrator.
However, there is information in the next part of the training:
The simplified workflow is an easy-to-use workflow. Users can transition an issue from
any status to any other status (drag freely between columns) and there are no screens
for transitions. Also, users who are both board and project administrators can edit the
workflow via the board configuration, adding statuses and columns.
and
"Project administrators can add statuses. To add a status, the status must already exist in the Jira instance i.e. the project administrator can't create new statuses or edit existing statuses. However, if the project administrator is also a board administrator, they can add a new status to the board (which creates a new status in Jira).
And here, in my opinion, something is not right.
Ok I see what they are saying.
Basically what they mean is the Project Administrator can do it all. So if you are a PA you can edit the board and also edit the statuses/workflows through the board.
The Board Admin can edit the configuration of the board itself, but can't update status or workflows. This means they can add a column to the board, but would have to use an already created status in that column.
This also assumes that the project doesn't share any configurations with another project.

If the question is specifically talking about just adding columns then the the video's answer is correct.
