The ticket should be closed by whoever realize that this is a duplicate, or should be close by the one who opened the ticket?
Depends on your process.
I'm fond of encouraging the users to own their data and clean it appropriately, so I usually let whomever finds the duplicate do it. Jira tracks the change, so the worst case is that we can spot issues killed off incorrectly and go have a chat with the user who does it.
