We are interested in whitelisting Atlassian IPs to enable our private repository to communicate with Jira through automations. Since we have a self-managed cloud instance of Jira in a specific location, do we need to allow whitelisting for outgoing IPs of Jira's infrastructure from specific location or the generic Atlassian IPs will suffice?

You'll need to whitelist this complete list of Outgoing IP's in order for the other application to communicate with your Atlassian Cloud instance : https://support.atlassian.com/organization-administration/docs/ip-addresses-and-domains-for-atlassian-cloud-products/#Outgoing-Connections
PS: I am not sure about "self-managed cloud instance", you can either have the Jira-Server (self Managed) or Jira Cloud, Atlassian hosted, from what I'm aware of it cannot be both unfortunately.
