While creating ticket in Jira kanban board, how to make changes to the mandatory fields? And also we need few fields optional, could you please suggest on this with all the steps, how to proceed further.

Actually my question is.. We have one Test project, In that we have few fields. For example, 1. Summary, 2. Issue, 3. Priority, 34 Components, 5. Internal teams etc.. Now when i create a new ticket, i need Summary and Internal teams to be Mandatory, whereas Priority field optional. Is that possible??
For example - Priority field is mandatory now, i want that to be optional and Internal team field to be the Mandatory one.
Could you please explain me with clear steps, so that it would be helpful for me.
