I am looking for a way to automatically generate a checklist after creating a ticket. The list should always be loaded directly and contain a predefined Definition of Done - i.e. checklist items that must always be ticked off or - if not applicable - skipped. For example, before the status can be changed from "New" to "Ready For Development", all items in the checklist under the heading "New" should first be ticked off.
In addition, it should also be possible to specify individual acceptance criteria, which are of course different for each ticket.
Does anyone have a suggestion?
Perhaps investigate one of the Atlassian Marketplace addons for checklist items. Some of them have template lists and can add items / lists using automation rules when the issues are created.
Note there are both free and paid versions of such addons; so check if they support what you need. I recall using a free one that had limits on the number of items and templates but the paid one had no such limits.

Smart Checklist seems like a perfect fit for automating DoD.
You can also set up your automation in a way where the checklists are automatically appended based on status transition. Please look here for more information.

Marketplace Checklist add-ons like Issue Checklist for Jira Free or PRO can help you achieve this.
With Issue Checklist for Jira, you can automatically add a Checklist to issues when they are created. This can be added by setting default Templates for all Issues/certain issue types or for specific criteria you can do this using automation using the label integration feature. Please see here for more context.
This Checklist can be validated using the Checklist validator that Checklist Checks either mandatory items or all items.
You can also use Regex to validate specific Checklist items before the issue is transitioned.
