Which Jira versions are compatible with JIRA REST API?

We have Jira 5.1 version, does it support JIRA REST API? and TOKEN API generation?

Jira 5.1 version hosted on our server, while checking into it API token generation service in not available. 

Also we have enabled REST API from admin Configuration. 

is Jira 5.1 supports API Token and REST API service?

No, it does not support API Token which comes with the recent versions. You have to use basic authentication.

Does the jira version 5.1 support web services? or can we create and check ticket information through web services?  if yes then how?

I'm afraid, No.

Actually, Jira 5.1 is quite an old version. I know sometimes it is hard to upgrade due to some legacy but I strongly recommend upgrading to the latest version.
