Which Jira product

I am looking for assistance to identify if there is Jira product which would meet our needs.

Which product would support end to end Business Operations Change Management?

Employees submit a  change requests, and the change request goes thru it's  life cycle of: concept approval, design, implementation including review and approval in different functional areas, validation, and final approval of pkg consisting of all the functional area changes.

Multiple change requests are planned and bundled together for deployment in a "Release".

Therefore, in addition to individual Change Request life-cycle, there is also Release(s) life cycle.  

Status visibility is needed within each change request, showing the progress of change development in each functional area; as well as at a "Release" level  preferably in a "dashboard" format.  In addition to reporting (variance planned vs actual date, etc), auto notification to the functional area owner or task owner of upcoming deadline or past due deadline, or notification to release owner of change requests completion deadline or past deadline is needed.

The ability to facilitate the review process (for each artifact changed within the functional area, as well as the overall Change Request, and Release Level) is needed.

In addition to the change team, the change submitter and the leadership team would need visibility to the status and information on individual Change Requests and Release(s).  Preference is for the submitter and leadership(managers) team not requiring to pay for a license, as they would have a limited role (of reviewing the status, and possibly providing approval).

I was looking at the products and it seemed different products provided some component of the functionality needed (IT Service desk -- receive the Change Requests as "Tickets" & not require submitter to have a license ; Software - "Release functionality", Confluence --- to hold the artifacts, Core-- Generic process?) If so the cost and complexity seems to increase.  Is there one solution which meet our needs?

Also is there is functionality to help facilitate artifact reviews...(identify the required and optional reviewers and attach the artifact for review ( new and previous versions); review notification sent to reviewers and capture the review comments in the artifact and author's resolution to reviewers comments;  capture review approvals, etc).
