Where to set setting to change sprint board permissions for who can start a new sprint?

I became the new scrum master for the team, but we cannot find out where I can set the permissions so I can have the ability to close and start new sprints in the team?

You need to add yourself to the Manage Sprints permission of your project(s). This isn't a control this on the board.  

If you are not an Jira admin, you will need to request they add you.
