Where to change the message shown when Jira is down?

A user reported that they received a custom error message this morning saying "Jira is on scheduled maintenance. For any questions, please contact ____________." After a few minutes, Jira came back online and the error message was gone.

I took over this Jira instance recently and I'm unaware of where this custom error message might be implemented. I looked around in the systems tab and found nothing. It's not in the banners or anything. Do you guys have any suggestions as to where I could look instead?

Usually this is done on the proxy server. Some options are discussed at https://confluence.atlassian.com/kb/maintenance-page-for-jira-confluence-at-proxy-level-803931386.html but it depends on your implementation.

In any case, it will be residing outside of JIRA.
