Where can I find the project backlog in the new Jira Cloud?

If you use a Kanban board then it is the first column in the Kanban board.

If you use a Scrum board then when you enter the project you will see the Backlog menu in the left-side vertical menu.

Further to Alexey's answer, for Kanban, if you go to Board settings and Columns, you should have the option to have one status (usually the first one in the workflow) as your backlog which actually shows as a true backlog like the Scrum board does
