Where can I see "Issue link" in new issue view?

I'm using JIRA cloud and confluence cloud. but I cannot find "Issue link" in new issue view.

I can see the issue link when I switched to oldIssueView=true.

I'd like to see the issue link in new issue view, how can I configure it?

Or how I can configure old issue view as a default issue view?

You should see them (as long as you have permission to link issues) at the top of the screen as shown below :
