Where can I find the "Default Configuration Scheme for Watchers"

Managed to get a link to this page and edit it, but now cannot find where to change it?  Using Jira 7.6 Server

Found it - It's basically a 'Configure' option from the Custom Field list.  If you look at the 'Watcher' Custom field - click on the cogwheel icon and select Configure, reproduce what was in test
