Where can I download the Jira-Software 9.12 obr

I have jira data center running in a container in a disconnected network. For some reason it is saying Jira Software is licensed but not installed. Service Management is isntalled an licensed, just not jira-softwer (data center). How can I get the .obr for this?

I'm afraid the downloads you were pointed to earlier are for the installers, not the application packages (OBR files).

The application packages are held in the marketplace entry for the application.  You should be able to find the right OBR under https://marketplace.atlassian.com/apps/1213607/jira-software/version-history
