What is the recommendation for adding assignee name if creating a batch in excel and then uploading since the usernames no longer work to upload?

Welcome to Atlassian Community!

As you described, Atlassian is currently removing the username field from JIRA profiles, however, specifying usernames in CSV exports for JIRA Cloud is still supported in the short term, as described in the last update of the following bug:

Importing CSV where user custom fields are specified by account ID or email does not work

As described in the bug, once the new upgrade with all the relevant changes is done:

  1. CSVs will start to accept account IDs for users that are members of the site. These account IDs are just the raw accountId value, where there is a username that matches an account id, the account id will take priority.
  2. We will fully support referring to users via e-mail addresses, this fixes a bug where it only worked for new users or users previously created by the import process.
  3. Usernames will not be supported anymore
