When adding the Favorite Filters Gadget to my dashboard, 'Create Filter' link is not shown

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
When adding the Favorite Filters Gadget to my dashboard, I only see the 'Manage filters' link at the bottom, but it should also show the 'Create Filter' link... Any ideas why this is happening? Is it due to lack of permissions?
