I have an active user that I want to add to the administration group of a project. when complete the permission appears as form user.
Steps
1. Go to Project Settings-> Permissions-> Actions->Edit permissions
Against Administer Projects select Edit
Select Single user
Search for user and select from list and select Grant
The system saves and the permission is assigned to former user and does not work. It happens with all users.

As you can see in this documentation, the user will appear as “Former user” in Jira Cloud when its account is deleted.
Can you please confirm if the user is active in your site and that he has the correct product access to use the application? You must be a site administrator to perform this checking.
If you are, perform the steps below:
1 - Click on the cog icon in the left-down corner of your JIRA application > User management
2 - In the users tab, find the user and check if he is active and which groups he is added to
3 - Open a new tab and navigate to the Product access page, which is also under User management
4 - Compare both opened screens and check if the customer is added to the groups that can access the applications

Thanks for you response. The user is active. In user management he has access to both Jira Software and Confuence application access
In the product access he has access to both Jira and confluence. He is performing everything he needs to.
Note that it does not seem to be related to an individual user but when I try and add any single user to a project permission.
For example
Paul is an active user
Paul currently has access single user permission to the Create Issue Permission
If I try and add Paul to a different permission he appears as Former User.
It is like some global permission has changed that is stopping this.
