When a task gets updated, how do I send a generic email message

Everything every tasks/sub-tasks of a project, I want to send an email to the Assignee and Reporter, but just with a generic message. i.e.: "Task #111 has an update, please login to Jira to view the info"

We're running our own Jira server on site. We just don't users to never log in to Jira to see what is going on and rely only on emails.

Jira natively doesn't have a good way for you to customize the notification on a per project basis (Service Desk is better at this, but Core and Jira Software can't really do this yet).   It might be possible for you to modify some .vm templates in Jira's install folder to customize the notifications that get sent, but this would then apply system wide, and not for just this one project.  I don't recommend that approach personally.

Instead I think it might be easier to achieve your custom notifications on a per project basis with a plugin.  For example, one that might be able to help you here seems to be the Notification Assistant for Jira.  There could very well be other plugins in the Marketplace that could help here too.
